Yes IE 8 can be removed from at least Windows 7 build 7048

Here are the steps
(1)Start-->Control Panel and look at “All Control Panel Options”--> Programs and Features
(2)In the left sidebar, click “Turn Windows Features On or Off”
(3)Look for Internet Explorer 8 in the list and uncheck it.
(4)Click OK and reboot
