Here are some steps:
1. Press win+r key --> Type Regedit at run prompt
2. Navigate to the following registry key
HKLM\Software\Microsoft\Windows\CurrentVersion\Authentication\LogonUI\Background
3. Now in right-side pane, set value of OEMBackground to 1.
4. Put your custom image in %windir%\system32\oobe
5. Create a new folder info and background within newly created info folder
For example: %windir%\System32\oobe\info\backgrounds
6. Now you can copy or place your desired wallpaper to this background folder with file name backgroundDefault.jpg
Images Name with resolutions
backgroundDefault.jpg
background768×1280.jpg (0.6)
background900×1440.jpg (0.625)
background960×1280.jpg (0.75)
background1024×1280.jpg (0.8)
background1280×1024.jpg (1.25)
background1024×768.jpg (1.33-)
background1280×960.jpg (1.33-)
background1600×1200.jpg (1.33-)
background1440×900.jpg (1.6)
background1920×1200.jpg (1.6)
background1280×768.jpg (1.66-)
background1360×768.jpg (1.770833-)

You can use MS Paint to change the resolution of the image that you wanted it to replace the logon background. You can also use photoshop to change the image screen resolution. If the image is larger than 256kb,then you can adjust the image by decreasing its size less than 256kb when you "save as" the image.
Windows explorer-->organize-->folder and search option-->view tab-->uncheck(hide extensions for known file types)
Rename the image that you have edited to "backgroundDefault.jpg"
Go to Computer-->C:-->Windows-->System32-->info-->backgrounds
Create "info" and "backgrounds" folder.
If prompted by User Account Control, click yes to approve.
Paste the image that you have edited inside the folder.
Close all the windows then you are done.
Press Alt+Ctrl+Delete or log off to see the result.
