I installed windows 7, and I am having issues with CPU usage being stuck on a 100% even if the PC is IDLE. Does anyone have any suggestions on this issue?

Check log for driver issues. Click on Start ->Run->Type EV and press enter. Look under \custom at the logs. Here you will see yellow flags when you run Device Manager.

Perform a clean install

I had the same issue and able to solve the issue after doing clean install. Did you perform an upgrade or a clean install?

It looks that any program keeps trying to register. You should disable all startup items and third party services when booting. This method will help us determine if this issue is caused by a loading program or service. Please perform the following steps:

1. Click the Start ->Run-> type msconfig

2. Click->Services tab, check the option "Hide All Microsoft Services" box and click "Disable All" (if it is not gray).

3. Click the "Startup" tab, click "Disable All" and click "OK".

Then, reboot the computer. When the "System Configuration Utility" window appears, please check the option "Don't show this message or launch the System Configuration Utility when Windows starts" box and click OK.

Go to task manager and check which process is taking 100% cpu then kill that process or remove the software related to that process.
